On February 19 2025, EUTOPIA member CY Cergy Paris University (CY) transitioned from an experimental public institution to a ‘Grand Établissement’, marking a significant step in its development and confirming the institution’s role as a key player in French higher education.
'Grand Établissement’ is a prestigious classification in the French higher education system, which recognises institutions for their excellence in research, education, and international collaboration while allowing for greater flexibility and autonomy. This marks the culmination of a process started in 2017 when the university obtained the I-SITE Paris-Seine excellence initiative label, initiating a phase of integration and transformation that unified multiple institutions under a shared vision.
The High Council for the Evaluation of Research and Higher Education (HCERES) acknowledges CY’s strong governance, impactful research, and strategic partnerships. In recent years, the university has steadily expanded its influence. By securing over €100 million in funding through competitive programs, CY has demonstrated its capacity to innovate, while staying rooted in regional priorities. President of CY Cergy Paris University, Laurent Gatineau stated:
“This change in status is not a mere administrative formality. It is the culmination of five years of institutional transformation, collective work and forward planning.
It's a decisive turning point for CY, affirming its role as an ambitious and committed university.”
CY’s new status allows a more simplified governance by introducing a unified congress for key institutional decisions. This will streamline coordination, accelerate decision-making, and enhance the university’s autonomy in managing projects. Achieving this status is not just a formal recognition—it sets the stage for CY’s future goals. President Laurent Gatineau explains:
“We are positioning ourselves as pioneers in the restructuring of higher education. With enhanced autonomy and a modernised governance structure, CY Cergy Paris University is prepared to lead the next phase of academic innovation.”
